Minutes of previous meeting

The minutes of the previous meeting, held on 16th May 2020, were accepted and agreed.

Matters arising from minutes

AH has contacted those who need insurance and this is now completed.

CB reported that due to classes being virtual and no volunteers being active, there is no need to check DBS status at this time. When volunteering restarts, volunteers should have their DBS status re-checked.

The Dao Lu App

CB reported on and demonstrated the admin area of the “Dao Lu App” – name changed slightly from “Registration App” as it does more than registrations. In particular:

  • Students can input their own information into the app, dispensing with paper forms
  • Information includes emergency and medical conditions
  • There are roles so users only see the information they are allowed to see (admin, director, instructor, volunteer, student)
  • Personal information is kept private, as per GDPR
  • Compliance with GDPR is simplified by having a single location for personal information, so students can request a report of what information we have of them, to correct it or delete it (as required by GDPR)
  • A single place where we can keep preferences for email, sms, WhatsApp and photography
  • Concept of “home class” for monitoring viability of classes
  • “Reports” to be generated, e.g. monthly student lists, so treasurer can cross-check whether students who have not paid monthly have attended any sessions – giving us a chance to follow up
  • Transmission of personal information by email to be strongly discouraged, as insecure and difficult to trace and delete all copies
  • It is a work in progress, so functionality will be added continuously
  • Planned enhancements include metrics (age, gender, ethnicity, disabilities etc) required for funding applications and for us to ensure inclusion.

Suggestions raised:

  • Confirmation by email that the form has been completed (but not containing any personal information)
  • Add Dao Lu logo and developer link
  • Add access needs, support worker fields

Participants’ initial feedback was positive. WS commented that she was so happy to see this happening after discussions in the past year

Autumn/Winter programme

AH gave a summary of the Spring/Summer programme, particularly in light of the Covid-19 pandemic. All Dao Lu classes have been kept running, and moved online. Extra classes have been added (fitness, yoga, Pilates, salsa) either included in regular fees or on a donation basis. We also hosted a weekly class for a North Yorkshire group, giving Dao Lu students an additional class. Social activities have gone online, with two active chat sessions.

Since 1st August, we have started returning to physical classes. AW and AH have kept one online class each. In bad weather, physical classes have moved online at short notice, instead of being cancelled. New social activities (with social distancing) have been added – walks and trips.

The autumn/winter programme is being planned now. Normally we move indoors from 1st September, but not all locations remain available, so changes are being made. Our session time at St Barnabas is now required for sanitisation, therefore no longer available. The Bowls Green pavillion requires us to sanitise the toilets before and after the sessions, which is not practical. We plan to use the outside area (gated) only. Triangle-House GP is no longer suitable due to Covid-19 restrictions – we are currently seeking a new home for this class. WTJC on Friday mornings cannot use the Bowls Green pavillion as is fully booked; we plan to move to the Aveling Centre, which also has a small outdoor covered area.

MM suggested that the Tuesday evening class revert to online during the autumn/winter terms. This would mean students not having to travel to class in the dark, and save Dao Lu room hire costs. The class could take place outdoors in a local park during Spring/Summer when there is sufficient daylight.

Theory Development

SS presented on proposals for theory development. They cover the first two years, on a term by term basis.

We have recognised that theory is an important part of training. A questionnaire was produced online to collate responses. The results of this questionnaire and a theory development proposal were circulated before the meeting.

Theory Development considered the following areas:

  • Forums and events
  • In classes
  • Alternative platforms (social media, website, videos etc)
  • Qi Gong practice and theory to be developed
  • Beginner students’ theory development
  • Intermediate students’ theory development
  • Curriculum development

Finance

EW (treasurer) reported on our financial situation. The latest part-year accounts were circulated before the meeting.

Dao Lu CIC accounts can be considered to be healthy. Covid-19 has not had a significant affect on Dao Lu finances, despite the overnight change from physical to virtual classes; the reduction in fees from students and the reduction in hall-hire expenses. Remarkably, these changes balanced each other out well.

WS queried whether return to physical classes, with possibly fewer students, would affect finances in the near future.

AOB

We have succeeded in winning a small funding for “Milling Around”, to take place over September and October 2020. This is to provide four Tai Chi sessions, two online (Zoom) and two physical, outdoors (e.g. at Walthamstow Wetlands). A key part of the award is that all sessions will be recorded and made available online for five years.

Current Virtual Programme and gradual move to “normal” life

Our last physical session was on 18th March. All classes since then have been virtual, using the Zoom platform. Aileen opened up the meeting for comments from all:

  • Overall, have adapted wonderfully, “a holistic package”
  • Need more theory
  • Need extra class for practicing forms, for those who have already learnt them, to keep them in memory
  • Would be good to have another class by JM, to keep cardio-vascular exercise 3 times a week
  • Considering Pilates and yoga classes – people want to try other things
  • Keep Zoom when we move outdoors, for those who cannot join in on location (i.e. outside broadcast)
  • Keep Zoom virtual classes on
  • Consult with students, as we always do, in our gradual process when we go back to “normal” life
  • Meditation – focus for longer, deeper, rather than covering many things in one session. “Less is more.”
  • Maintain/increase Qi Gong in the current programme when we go back to “normal” life
  • We recognised that not everyone likes online training and some had IT problems, e.g. no access to Internet

Finance

EW (treasurer) reported on our financial situation.

We have changed accountants to Julz Bache (JB Accountancy), a local service.

Accounts have been completed for the previous year (to 31st October 2019 inclusive). We made a profit of £1,714. The previous year we made a trading loss of £1,680 giving taxable profits of £34. The corporation tax to pay is £6.46

Dao Lu CIC accounts can be considered to be healthy and we are very happy with the service provided by our new accountant.

Governance

CB described development of the register app. As well as registering attendance, it will allow instructors access to emergency and health information. It will also provide metrics (age, gender, ethnicity, disability) required for funding applications and for us to ensure inclusion.

Insurance – AH reported we are struggling to get some instructors to renew their insurance, AH to follow up.

DBS – CB reported reported some volunteers and instructors had let their update service lapse, resulting in them having no valid DBS. CB to follow up.

Events

Walthamstow Garden Party was cancelled in March. An online alternative has been announced. We will give an update when we know how we will be involved.

SS gave a talk on the annual awards event.

Dao Lu Awards Event

AH introduced the Dao Lu Awards event + AGM to take place on Saturday, 8th February 2020, from 4.30pm to 7.30pm at:

Dao Lu was set up in 2013, and we supported our Master, Shifu Browne, with grading. This continues to be the case. As this type of grading is unsuitable for some of our students, we wish to recognise their achievements and long attendance. It is not an alternative to grading. The expected format is:

  • opening
  • long attendance group (certificates) to recognise achievement in Tai Chi and support for Dao Lu
  • volunteers recognition
  • explain not grading
  • wear tai chi uniform/clothes
  • each class give a performance each class decides (2 min each)
  • instructor showcase
  • coffee/tea
  • individual showcase
  • socialising
  • feedback so can adjust for future awards
  • AGM

Chinese New Year 2020

There will be four events to celebrate Chinese New Year involving Dao Lu:

  • Tai Chi with violin / GP open evening at Triangle House Health Centre, Thursday 23rd Jan, 6.30 – 8pm
  • Tai Chi demo + workshop on Saturday 25th January at CRATE Building, a new venue near St James Hospital
  • Chinese arts / performance, an external event at Regent Hall, Oxford Street, on Saturday 1st February. AH has tickets
  • Dao Lu Awards + AGM on Saturday 8th February at Foster Hall, students and instructors showcasing Tai Chi

World Tai Chi Day

SS introduced planning for World Tai Chi Day 2020. It is normally on the last Saturday of April, but we celebrate on the next day, to combine with our Sunday classes. We normally celebrate in Lloyd Park, but this year SS has approached the Olympic Park, Stratford. There is a lottery grant for £1,000 – chosen at random, not necessarily by quality of application.

We have applied for funding to cover the Timber Lodge hire, which has both indoor and outdoor areas. If successful, we can have workshops, pay instructor fees, volunteer expenses etc. If unsuccessful, we will still go ahead, but will pay £350 for venue. Students can bring refreshments.

The aim is for every student to bring one person who is currently not doing Tai Chi. The date is Sunday 26th April, 10am – 1pm

We intend to show Tai Chi is suitable for people of all ages, gender, abilities etc.

Accounts

The accounts were circulated before the meeting.

New accountants

EN to confirm with an accountants in Chingford, at a fixed £600/year. They already have four CICs on their books. Price includes annual accounts, submission and use of their address (with any letters received scanned and emailed to us).

Contracts

Crest has had their budget cut and wish to try new activities, after three years.

Honey Lane (retirement home) – new management has cut costs by closing this class.

The contract for Kings St Pancras Hospital has ended, as planned, after one year. The building is being demolished.

AH requested all to look out for organisations involving people with learning disabilities or dementia as in our experience they really appreciate the value of Tai Chi.

Contracts at PIP and Hendon are still continuing. PIP has other branches, AH to contact. These contracts do not provide a significant amount of money to Dao Lu, but is of value for our instructors.

Governance

Data collection

CB introduced his ideas for a class attendance registry application. Dao Lu is a “to the doorstep” organisation, without any fixed location. We need a portable system that is easy and quick to use – e.g. by one volunteer (with backup volunteer) to take attendees and register new students. Agreed for CB to go ahead as proposed. Agreed Bootle Ltd to be paid at proposed rate. Expected timescale two months. No alternative applications had been suggested.

Agreed the Dao Lu safeguarding policy should be on the website.

Promotion, Media and Communication

Leaflets – agreed to go ahead with another print run. Telephone number to be added to front. Leyton Yogo Studio and Handsworth classes to be deleted (Handsworth may be restored). Add Instagram if account created in time.

AOB

Social

CB investigated cottage rental in N. Yorks for August 2020, 4 nights. Too expensive at peak period, decided not to follow up.

WS to continue planning a Dao Lu canal boat trip for Spring or Summer 2020, as a day trip.

Hoodies

Agreed this would be just the iron-on logo, with retailers of a selection of suitable hoodies being circulated. Supplies ready-made with logo are too expensive at £30.

New Projects

CB introduced that PositiveTools4Life, a local charity, wishes to work closer with Dao Lu. They are proposing a project to promote mindfulness in the community – the initial term of classes to be meditation type mindfulness, and the second term of classes to be active mindfulness using Tai Chi. The third term would be 50:50. Location to be the WF Community Hub (ex. Asian Centre) in Orford Road, Walthamstow. Dates and time to be agreed. PositiveTools4Life would pay Dao Lu for the instructor, so is a very low risk from Dao Lu’s perspective. Sessions to start in 2020. PositiveTools4Life are happy to introduce Dao Lu to GP surgeries for “social prescriptions”. CB to liaise with PositiveTools4Life.

Contact with Lotus Health Centre was made at the Mindfulness on the Green event in September. They are based in Highams Park and wish to include Tai Chi sessions.

Finance

Accounts

It was suggested that the accounts reports be circulated by email beforehand – saving on paper and allowing people to read before the meeting. This was agreed.

The accounts were discussed. It was noted that a number of invoices for instructors have yet to be included.

New accountants

EN contacted two accountants in Chingford. One was very responsive and reasonably priced, at a fixed £600/year. They already have four CICs on their books. Price includes annual accounts, submission and use of their address (with any letters received scanned and emailed to us). Second company was very cheap, at £300/year, and did not give a good impression.

EN to arrange a meeting with the prospective accountant and CB to attend also.

CASC

CB and SS have received a letter from HMRC acknowledging CASC submission. No idea how long it will take.

Fees

Some students were confused by the August payment where there was no class. AH to approach those students to explain the August payment is in lieu of ALF payment for those who only attend a single class, that does not have any sessions in August.

AH explained the ALF gives: licence booklet, BCCMA insurance, eligibility for grading, and allows monthly payment rather than drop in rate.

Volunteers

It was agreed that volunteers should be paid reasonable expenses for travel and subsistence for projects where they are expected to attend regularly. Rate to depend on case-by-case e.g. distance and time required.

Learning and Development

Orangebox (reported by SS) – eight people expressed interest, only one person has started a course, so far.

EN and SS attended a LBWF course on behavioural change tactics. Dao Lu is achieving most of the recommendations, but we could improve on getting feedback, particularly from people who are no longer attending. CB to add a feedback form to the website for anonymous feedback that can be referred to from e-updates and any follow-up messages from those who have left.

Grading

Many do not want to do grading, and some feel there is an expectation to students to take grading. AH explained that grading was inherited from our master, Shifu Browne, and is not a requirement for Dao Lu students. Grading is unsuitable for some Dao Lu students. However, students are still welcome to prepare for and take grading if they wish. It was felt that we should have some form of recognition for those who have practised regularly, such as a certificate. It was agreed to have a recognition and celebration event around the time of the next Chinese New Year (e.g. February 8th 2020, at Winchester Road Methodist Church).

CB showed a sample of the new licence. It is larger and heavier than the current one. It is for new students, not existing students. Agreed to purchase 100 copies. CB to show to Aaron Whitaker for comment beforehand.

CB raised the issue that there is no “how to join Dao Lu” page on the website. Currently this information is scattered between the contact page, class pages, FAQ and useful links. A single page could bring these together and make a useful link to send people to. It would include for example, what to wear.

The minutes of the previous meeting, held on 29th April 2019, were agreed.

Matters arising from minutes

A storage place for weapons is being considered for our Tuesday Breeze class at St Barnabas.

Making available a downloadable leaflet on the website / agreement that Dao Lu would take on board the need to reduce the use of paper where possible, and provide links to online information – this will be an ongoing consideration.

Learning and Development

Orangebox – access, free online, open to Dao Lu members. SS organising – need 10 people interested in a range of courses, they will bring an instructor for induction, including workbooks etc. Backed by Learning Curve. If less than 10, induction is online.

We will provide 10 people, SS to arrange date in September. Level 2 is equivalent to GCSE, NVQ etc, six month commitment.

Finance

Sustainability

All students have paid £25 monthly fees.

Current balance £3640.20

The finance report was presented for the period ending 27th July 2019.

Towards the end of September we need to know the six month income from green spaces, to pay council, as payment is dependent on income received.

It is difficult to compare financial figures with last year, as cash flow was slow previously as collection and banking of student class monies was irregular, resulting in long delays in banking and accounts. The new system results in more timely income which in turn means we can pay instructors promptly.

Concessions, bespoke payments – should not be on the basis of only able to do one class per week, but on the basis of financial need.

No intention to have any new public classes in the near future.

First class is always free.

New payment system working well. 

CASC (community amateur sports club) – agreed we should do this. It means we would not pay tax on profits (if turnover below £50k) and allow us to claim gift aid donations.  CASC has no effect on our CIC status, it is an additional status that changes the tax situation only. CB to request login from HSBC and register us. AW pointed out that requesting a login for HMRC is straightforward and the login credentials would come to the registered address

Accountants

We discussed the failings of our current accountants. Discussion will resume at the next meeting. Action point – all to find accountants so we can compare. Action point – those putting forward a recommendation of an accountant must make clear any possible conflict of interest (e.g. use the same accountant themselves) and if so, abstain from any decisions regarding the appointment of that accountant. CB is in this position.

Accounts

Accounts were presented for all to read.

Governance

SS proposed to become Company Secretary. SS to respond shortly. 

Registered address to remain with AW. Decided to remain with the status quo, AW to bring letters to Sunday class.

Volunteers

Question raised: how do we define a volunteer and do we have a register. At the moment it’s on request from Dao Lu. Organic growth. Volunteers are named on website. AH running a mailing list for volunteers. Agreed AH to be the central point for organising volunteers.

AW – performance is not volunteering, it’s a natural progression of learning, and is expected of students.

Volunteer list to be updated – Action point: AH to give CB updated list for website. 

DBS/insurance

BCCMA insurance fees increasing for students.

Action point: CB to cross-check list of volunteers with DBS certificates to ensure all volunteers are DBS checked.

Insurance – no one can claim if instructor if not present. Student insurance increasing. If an instructor is not present for a whole session then the students can run it as an informal practice session and not a class, alternatively the class will not take place on that day in order to ensure there is adequate insurance cover for instructor and students. Volunteers cannot lead a class without an instructor present.

Monitoring form

AH. Very difficult. Previously, AW had a database app for green spaces, quarterly data required. Now looking for new ways – paper, or online. Looking for 2020 to have a new system. Do we use an app? Leyton studio has a good system, but only one building, so instructors do it there. We have multiple places. AW still uses his for his own (non Dao Lu) classes. It is single user software, and limited to Apple iPhone, iPad devices.

AH – we should pay AW for the service. Need 45 min. Tutorial on use could be at instructors meeting. Only for public classes, not contract classes. We are open to alternatives.

Instructors pay for insurance themselves, training, DBS etc (as self employed). Check DBS for volunteers, must match up with volunteer list.

Instructor Training

Action Point – AH to organise. Need regular instructor training meetings so can ensure are teaching the same techniques, and can cover for each other. Four times per year.

Promotion, Media and Communication

CB to send update on text system, as not explained for a while. Could update list on new registration system.

CB to create new license booklet. Action point – add words “Performance is part of a student’s progress.”

Licenses to be stamped by AH or MM when students have paid their fee.

AH to circulate a new registration form for feedback.

ZJ – looking into designs for hoodies etc. First batch in autumn.

AH – considering changing to MailChimp for mailing list.

WGP – gathering feedback, will present in September. Initial feedback has been very positive, “people see Dao Lu everywhere”.

AOB

Annual calendar. Idea is that future events can be seen at a glance – including those where dates are approximate. Helps people with holiday booking, volunteering etc. Link to Google Calendar to be on classes page, for ease of reference.

Positive Tools 4 Life – event on 10th August 2019, Assembly Hall, 11.00 – 16.00. We have a table and will be giving a join in Tai Chi on the grass outside. JM to lead join-in session. SS and EN and volunteers to help with the table and join-in session. 

Acknowledgement of the growth and development of Dao Lu over the last year, made possible by the development of a vibrant and informative website by CB and AH creating more classes and using social media to promote Dao Lu.

Next meeting

The next meeting will be held on Sunday, 15th September 2019, at 12.45pm after beginners class, in Bowls Pavilion. Action Point – AH to book.
